Summary
The sculpture consists of an allegorical female figure, larger than life-size, on the prow of a vessel, which projects from the center of a granite exedra base. Flanking the vessel are bas-relief bronze panels. The allegorical figure is a winged spirit of Victory, striding forward with helmet and flowing gown with armor. Her proper right arm is upraised grasping a torch. Her proper left hand extends outward and backward, grasping a shield emblazoned with a design of the American and Connecticut flags. A long, sheathed sword falls beside her proper left leg. The vessel prow features an eagle figurehead and ropes projecting from portholes. Beneath the vessel is a Greek cross plaque with a small central bas-relief text medallion.
The large bas-relief panels depict military men in silhouette. The right panel depicts a kneeling rifleman, holding a rifle with barrel pointed downward. The left panel depicts a kneeling sailor grasping a torpedo.
