- This bronze sculpture was created by American sculptor Max Kalish, who was known for his sculptures of laborers. . He created this work of Frances Perkins in 1944, during her time as Secretary of Labor under President Franklin D. Roosevelt. She was the first woman to serve in a Presidential cabinet, and served in that position as a strong advocate of workers' rights from 1933 to 1945.
