- In the early 1930s, The World Book Company of Yonkers, New York (and Chicago), published a series of “Metropolitan Achievement Tests.” By 1933, five of them were either in print or in press. Four of these were intended specifically for the New York City Public Schools, and were called “New York City Editions.” These were for grade 1 (Primary I Battery, copyrighted 1931); for grades 1, 2, and 3 (Primary II Battery -1931); for grades 4, 5, and 6 (Intermediate Battery - 1932); and for grades 7 and 8 (Advanced Battery – copyrighted 1932). This is an example of the 1932 New York City Edition of the Advanced Battery. A fifth test, planned for release in 1933, was for use across the United States. The Metropolitan Achievement Tests (or MAT) has gone through several later editions and is still sold today.
- This battery consisted of nine tests. Scores on Test 1 (spelling), Test 2 (reading), and Test 3 (vocabulary) were grouped together to give “Average Reading.” Scores on Test 4 (Arithmetic Fundamentals) and Test 5 (Arithmetic Problems) were grouped to give “Average Arithmetic.” Test 6 (English) had sections on Language Usage, Punctuation and Capitalization, and Grammar. Test 7 (Literature), Test 8 (History), and Test 9 (Geography) were not grouped or subdivided.
- The test was the work of Stephen F. Bayne and Frederick P. Graham, edited by Jacob S. Orleans. Bayne (1879-1956) was a native of New York who graduated from City College of New York in 1898 and began teaching in the New York schools. He continued his education at Columbia University, receiving his M.A. in 1904 and in 1909 becoming the city’s principal for elementary schools. He received his PhD. from Fordham University in about 1930. Bayne rose to become a district superintendent in 1921, head of the division of elementary schools in 1934, and deputy superintendent in 1942. Frederick P. Graham (1878 -1945), another administrator in the New York Public Schools, had begun teaching in 1899, was made a principal in 1917, became principal of the consolidated Winthrop Junior High School in 1930, and was made an assistant superintendent in 1937. Jacob S. Orleans (1899-1983), born in London to Russian-born parents, was, by 1930, living in Yonkers and working as an editor for the World Book Company.
