- Elpidio Quirino, second president of the Philippines (1948–1953) after independence, helped usher
- in a new age following occupations by Spain (1565–1898), the United States (1898–1946), and Japan (1942–45). Elected to the Philippine House of Representatives (1919–25), he was later senator (1925–31). In 1934, he participated in the Independence Mission to the United States led by Manuel Quezon, president of the Philippine
- Senate. Their efforts secured passage of the Tydings-McDuffie Act, which promised independence to the Philippines in 1946. Following the U.S. liberation of the Philippines from Japan during World War II, Quirino served as vice-president to Manuel Roxas, succeeding him upon his death in 1948. A year later, Quirino was elected president of the Philippines by popular vote.
- Time magazine illustrator Boris Chaliapin created this unpublished portrait of Quirino for the election that his Liberal Party lost to the Nationalists in 1951.

- Elpidio Quirino, segundo presidente de Filipinas (1948–1953) después de la independencia, inauguró una nueva era tras las ocupaciones de España (1565–1898), Estados Unidos (1898–1946) y Japón (1942–45). Se inició como miembro de la Cámara de Representantes filipina (1919–25) y luego pasó al Senado (1925–31). En 1934 viajó a Estados Unidos como parte de la misión liderada por el presidente del Senado filipino, Manuel Quezón, para solicitar la independencia. Gracias a sus gestiones se promulgó la Ley Tydings-McDuffie, que prometió a Filipinas la independencia para 1946. - In 1978, Time magazine donated approximately eight hundred works of original cover art to the National Portrait Gallery.
