- Julian T. Euell (1929- ) is appointed Assistant Secretary for Public Service by Smithsonian Secretary S. Dillon Ripley, replacing William W. Warner. He had served as Acting Assistant Secretary in 1972-1973. The first African American to serve as an Assistant Secretary of the Institution, Euell serves until 1982. He is succeeded by Ralph C. Rinzler. A jazz bassist, he develops programs in jazz history at the Smithsonian.
