- The Gay Officers Action League (G.O.A.L.) of the New York Police Department was founded in April 1982 by Sergeant Charles Cochrane, NYPD’s first openly gay officer. G.O.A.L. aims to provide a safe space for LGBTQ members of the police force, as well as diversity training and educational programs for both the LGBTQ community and NYPD.
