- Semi-elliptical bas-relief depicts Dr. Ramon Emeterio Betances and objects related to his life and to Puerto Rican history. The figure of Dr. Betances is a bust, with full, wavy hair and a moustache with a long beard. He wears a suit coat. There is a chain running horizontally at the bottom of the piece, to symbolize Dr. Betances' opposition to slavery. A Puerto Rican flag flies behind him. To the left there is a caduceus and to the right is a section of El Morro Castle in San Juan.
