Antonio Guzmán

Director, Office of Human Resources

Antonio Guzmán has over 32 years of professional human resources (HR) and management experience in the national and international sectors. As the Smithsonian’s director for the Office of Human Resources (OHR), Guzmán oversees all human capital aspects for over 6,000 federal and non-federal employees as well as around 7,000 on-site volunteers, students, and fellows. 

Guzmán brings a wealth of experience in federal HR practice including a deep understanding of museum operations and international assistance. Before his appointment with the Smithsonian, Antonio served as the director of the Administrative and Overseas Operations Division for the United States Agency for International Development (USAID), Office of the Inspector General (OIG). At USAID OIG, he held roles as the acting assistant inspector general for Management and as director of the Human Capital Division. He was responsible for the efficient execution of a broad range of administrative and personnel programs for a global workforce located in 11 countries.  

Before joining USAID, Guzmán held several leadership roles including human resources officer and security manager at the Department of Justice, Civil Rights Division, and managing director for Human Resources & Overseas Administration at the Millennium Challenge Corporation, an innovative and independent U.S. foreign aid agency. 

Notably, from 2006 to 2013, Guzmán was the director of Human Resources for the United States Holocaust Memorial Museum where he managed a comprehensive HR program for a workforce comprised of federal employees, privately funded staff, volunteers, and contractors.   

He started his federal government career as an intern at the Department of Transportation in 1992 and worked in various leadership and operational positions at the Departments of the Treasury, the Interior, and Agriculture. 

Having grown up on a coffee farm in Puerto Rico, Guzmán is a coffee connoisseur and an espresso aficionado. He is an avid tennis fan, enjoys traveling, and a good dinner with family and friends. Guzmán holds a bachelor’s and master’s degrees in business administration (BBA & MBA) from the University of Puerto Rico.
